• Important Public Advisory Issued Today, Monday, February 4, 2019

Minister of Legal Affairs, Senator Kathy Lynn Simmons, today issued a public notice of the impending release, of child sex offender Melvin Edmund Stuart Martin, who will be released from Westgate on February 10, 2019.

Pursuant to section 329H of the Criminal Code 1907, the Minister is empowered to disclose information in relation to sex offenders who are considered to present a risk of significant harm to the health or safety of the public, an affected group of people, or an individual.   In accordance with this power, the Minister, after consulting with the Commissioner of Police, has determined that the public should be notified of Mr. Martin’s release.

Mr. Martin, a 33-year-old black male who resides in Sandys Parish, was convicted and incarcerated for sexual exploitation of a young person while in a position of trust, making child pornography, accessing child pornography, and unlawful carnal knowledge.

Based on this and on other information received, the Minister has determined that the Ministry of Education should be provided with information regarding this offender, to ensure that relevant schools are notified about his impending release.
